Ex29-42 The above is how you will make in all generations
------- the daily offerings at the door of the Temple before God
where I will designate to meet with you to speak to you there
AND I WILL DESIGNATE THAT PLACE FOR THE JEWS and be exalted
in my honor
THE RASHI

Rashi, in my opinion is focusing on the SPECIFIC GENERAL
Style. For first the verse makes a SPECIFIC comment about God
prophesying to people at the place where the sacrifices are
offered. And then God makes a GENERAL comment that that place
is always designated for the Jews.
Since this verse has a SPECIFIC-GENERAL style we can infer
that the copper altar on which the daily offerings were
offered was a designated place for prophecy to occur INDEPENDENT
OF WHETHER SACRIFICES WERE BEING OFFERED THERE AT THAT TIME.
(That is, Rabbi Ishmael requires a BROADER interpretation of
a SPECIFIC GENERAL style)
