VERY BRIEF SUMMARY ------------------ Rashi frequently used Database methods. He isnt necessarily commenting on rarity; rather he is explaining the criteria governing usage of phrases. Lv09-01b contains the phrase THE ELDERS OF ISRAEL. Rashi simply made a list of all places where this phrase occured. Rashi then noted that the phrase is only used when there is some complaint or problem from the people-- in such a case Moses needed the help of the Elders to reassure the people.
