Rashi here infers meaning by ALIGING several verses.
SECOND:

Ex38-21 calls the whole TEMPLE AYDUTH.
Rashis explanation that AYDUTH means MEET is supported
by 2 verses:
Ex25-21:22 states that
Place the ark cover on the ark...AND I WILL
MEET WITH YOU THERE (Y-A-D) and PROPHETICALLY
speak to you there
The second proof comes from the list of PARAGRAPHS in
Ex35 thru Ex40. These paragraphs (presented in the list
below) clearly show that the building of the temple was
climaxed by God revealing Himself there.
Thus AYDUTH means PROPHETIC MEETING. Both the TEMPLE &
TORAH (10 COMMANDMENTS) in particular enabled PROPHETIC
ENCOUNTERS between God and Israel*11 *12

Thus the TORAH/TEN COMMANDMENTS is a witness that
God gave Prophetic commandments to Israel. Rashis
explanation that it means TESTIMONY seems however,
more natural
*12 Rashi mentions on Ex38-21c that since the Golden
calf sin has been forgiven the Jews can now MEET
with God. Rashi also mentions in Ex38-21c that the
Torah & Temple are WITNESSES that the sin of the
Golden calf had been forgiven.
This does NOT mean that Rashi thought that Y-A-D means
WITNESS. Rather the PRIMARY meaning of Y-A-D is MEETING.
This is proved by the explicit Torah statement that the
purpose of the Temple & Ark is God prophetically
MEETING with Israel (Ex25-21:22, Lv01-01). Rashi simply
mentions the DOUBLE PUN that Y-A-D also has a NUANCE of
WITNESS. Such double puns are common in Rashi.
