One of Rashis 5 main tasks is to explain Grammar.
Rashi had a variety of vehicles to explain grammar.
For example Rashi could note the different nuances
of different grammatical modes. Rashi could also
explain how contrasting use of singular-plural implies
nuances.

EXAMPLE-Root Lamed-Vuv-Nun
--------------------------
The root Lamed-Vuv-Nun means
- COMPLAIN against someone (when in the PASSIVE mode(NIFAL))
- STIR UP COMPLAITS against someone (when in the CAUSATIVE)

Hence the Rashi on Nu14-27
- The spies STIRRED up the jews to COMPLAIN against God

*1 Jo09-18 is the only non Biblical occurrence of COMPLAIN
It is left out of this list (The other items occur
in groups which gives greater credibility to the
translation)

*2 These verses are READ in the CAUSATIVE but
WRITTEN in the PASSIVE.

*3 In the PASSIVE mode Lamed-Vuv-Nun means COMPLAIN
In the CAUSATIVE mode Lamed-Vuv Nun means either
- cause someone to complain against someone else
- a group stirs/ferments trouble/complaints on someone

*4 I think the proper interpretation of the CAUSATIVE in
these verses is that the JEWS stirred the JEWS up to
complain (In other words they fermented themselves)

*10 Rashi points out in passing that since the spies are
called a MOB (literally, congregation) we infer that
the term CONGREGATION or MOB requires a quorum of at least
