In this series we review the Rashis on the word ALL.
Although there are 40 Rashis there are 4 simple rules.

RULE: The Hebrew word "ALL"(KL)indicates that there are no
exceptions and that what is being discussed should take place
in ALL circumstances---EVEN those you wouldn't ordinarily think
of.There are 4 methods by which the interpretation of ALL is
implemented.

ALL can indicate

(A) cases you wouldn't ordinarily think of
    --------------------------------------
EXAMPLE:Gn06-12a "ALL Flesh corrupted"
        RASHI: EVEN Animals corrupted

(B) it can indicate that there are no exceptions
    -----------------------------------------------
EXAMPLE:By the 10 commandments it describes how the
Jewish people all witnessed the miracles

Ex19-11c "The WHOLE nation saw the thunders"
RASHI: The "WHOLE" nation--there were no exceptions
That is, there were no blind people.

(C) it can refer to all PARTS of a whole
    ------------------------------------
EXAMPLE: In discussing ritual impurity we are told

LV21-11b "And on ANY dead body he should not come"
RASHI: It is prohibited to come in contact with a
WHOLE dead body or with PARTS of a dead body(organs)
 (Rashi gives technical measurements)

(D) it can emphasize not to exclude "obvious exceptions"
    ----------------------------------------------------
Ex12-47a "ALL Jews are required to make a Passover offering"
RASHI: "ALL Jews" means each and every Jew.

Indeed Ex12-03 says that that first Passover offering
was done by HOUSEHOLDS not by INDIVIDUALS.

Hence it would have been legitimate to think that the
other Passovers are by HOUSEHOLD. Therefore it says
"ALL Jews" to indicate that the Passover was an
        INDIVIDUAL obligation.

In this issue we continue the Rashis where
        >"ALL" excludes obvious exceptions

EXAMPLE 27: Nu18-09b
--------------------
>Nu18-09b This will belong to the priests--ALL their offerings
>
>RASHI: Nu18-09b continues with only THREE offerings that
belong to the Priest
--------MINCHAHS belong to the Priests
--------SIN OFFERINGS belong to the PRIESTS
--------GUILT OFFERINGS belong to the PRIESTS

Hence..it would have been legitimate to think that PEACE OFFERINGS
do NOT belong to the PRIEST(Since they are not mentioned)

Therefore the verse explicitly says ALL offerings belong to
the Priest to include Peace offerings also.

If one carefully reviews Lv07 and Lv08 one sees not 3 but 4
explicit verses where the priests are given rights in
---------MINCHAS
---------SIN
---------GUILT
---------PEACE offerings
This confirms our interpretation of ALL
(As an exercise try and find these 4 verses ANSWER: Below)

EXAMPLE 28: Ex35-22b
--------------------
>Ex35-22b "And Bzalel did ALL that Moses was commanded"
>
>RASHI: I would naturally think that Bzalel only did those things
that Moses was commanded WHICH HE ALSO told Bzalel (After all how
could BZALEL do things he wasnt told)

THEREFORE it says he did ALL that MOSES commanded--even things
that Moses was commanded but forgot to tell Bzalel!!

In fact reviewing Ex25--Ex28 we see that Moses related the
building of the Temple Utensils BEFORE Moses ordered the building
of the Temple Building.

Bzalel however reversed this---Ex36-14 shows that Bzalel built
the temple BUILDING first and only afterwards built the utensils
(This is also logical since you don't buy utensils till you have
the house to put them in)

Thus indeed BZALEL did ALL that Moses was commanded EVEN
if he didn't tell Bzalel about it.
