The table below presents an aligned extract of verses in
Dt30-19, Dt11-26:28.
Both verses
discuss
the need for the Jews chosing between the path of Good and path of Evil.
The alignment justifies the Rashi assertion that
Moses added his blessing that he was confident that the Jews would chose life.
Rashi infers this from the extra underlined phrase in Dt30-19.

Behold, I set before you this day a blessing and a curse:
- the blessing, if ye shall hearken unto the commandments of HaShem your G-d, which I command you this day;
- and the curse, if ye shall not hearken unto the commandments of HaShem your G-d, but turn aside out of the way which I command you this day, to go after other gods, which ye have not known.
