There is nothing wrong with the verse.But
Rashi uses the verse to teach MORAL NORMS:

A new society is willing to take risk.
By contrast an Established society can
become stagnated and inhibit growth because
of the "this is the way things are done" argument

Hence Moses is simply warning them that after several
centuries the Jews might become "stagnated and established"
