RULE: Moses only received prophecies for the sake of the
community.

The second clause (b) clearly shows that the prophesies were
only for the sake of Israel.

Another approach to this verse is to regard it as having a
GENERAL and PARTICULAR style
GENERAL: I will prophesy to you
PARTICULAR: But only what the Jews need

BOTH "the letter vav" as well as the word CLAUSE. Thus
Rashi simply says
