Ex30-11thru Ex31-18 contain 7 paragraphs:

6 paragraphs are on the MISHKAN
while the final paragraph is on the SABBATH.

So we interpret the 7 paragraphs as follows:

Do build the Mishkan but
nevertheless keep the sabbath
(in other words, do not build it on the sabbath)"
