There is nothing troublesome with the verse.
However Rashi uses it to derive moral and
ethical lessons.

By looking up the geographic areas involved
we see that Moab made an alliance with Edom.
Explicit verses show that this alliance with
Edom led to Moab also being punished. Thus we
learn the lesson that "if you hand around in
a bad neighborhood you will develop bad habits"
