BACKGROUND

Pronouns in a sentence usually refer to the last mentioned
subject. However context may demand some other referent
THE TEXT

Ex10-05 The LOCUSTS will cover the ground and
THEY [PEOPLE] will not be able to see the ground
THE RASHI:
----------
The word THEY refers to people; it does not refer back to the
locusts
THE TEXT
--------
Ex10-11c PHAROH said: Not so---let only the men go to serve God
& HE [Pharohs staff members] expelled them from Pharoh
THE RASHI
----------
The word HE does not necessarily refer back to Pharoh. Rather
it refers to staff members who showed people out.

*1 Note if you interpret the verse literally (with pronouns
referring to the last mentioned noun) then the verse would
amusingly read

*2 Again if you interpret the verse literally it reads

And PHAROH said: Not so--only the men should serve God;

Of course it is possible that Pharoh personally expelled them
Rashis point is that it is possible that someone else (eg
Pharohs staff) expelled them
