BACKGROUND
----------
In Hebrew,to make a declarative sentence into a question you
simply add the LETTER HEY to the first word of the sentence
and punctuate this HEY with a CHATAF PATACH

THE TEXT
--------
For example the following Hebrew sentence means the following:

SHOMAYR ACHI ANOCHI means I AM MY BROTHERS KEEPER/WATCHER
---------------------------------------------------------
If we now add a HEY to this sentence it becomes interrogative
------------------------------------------------------------
HASHOMAYR ACHI ANOCHI means AM I MY BROTHERS KEEPER/WATCHER?
------------------------------------------------------------

THE RASHI
---------
THere are about a half a dozen Rashis dealing with the
interrogative hey. There are in fact 3 main cases of rules
----------------------------------------------------------------
* The usual case         you add a HEY with the CHATAF PATACH
* Before ALEPH,          you add a HEY with a PATACH punctuation
* Before a SHVA word     you add a HEY+PATACH+DAGESH NEXT LETTER
----------------------------------------------------------------

This last case, words beginning with a SHVA, seems to have
several cases of its own as follows
* Before a SHVA word     you add a HEY+PATACH+DAGESH next letter
* Before a YUD SHVAITH   you add a HEY+PATACH(But no DAGESH)
* Exceptions to rule     you add a HEY+PATACH(But no DAGESH)

the above rules. Note the superiority of Rashis method which
covers USUAL as well as RARE cases while standard textbooks
would only cover USUAL rules.

COMMENTS
*1 - There is no DIRECT Rashi on Nu13-20.
   - But Rashi mentions Nu13-20 on Gn27-38a.
   Just to make the rule clear: You do 3 things to
   make the a sentence interrogative when its first letter
   is punctuated with a shva
   - place a HEY before the 1st word in the sentence
   - punctuate the HEY with a PATACH
   - Place a DAGESH FORTE in the first letter of the sentence

*2 The rule for YUD SHVAIT is universal eg compare
   Ps48-12 Ps94-20 for examples

*3 We can derive insights by studying examples of the sister
   HEY-MEANING-THE (HEY HAYEDIAH). Certainly there are examples
   where the following letter receives a DAGESH (eg Ps22-29)
   But there are many exceptions where the following letter
   has no DAGESH: Ps18-33 Ps31-25  Ps68-12 Ps94-10 Ps103-04
   Ps104-3 Ps104-10

*4 It is tempting to conjecture that there is no DAGESH in a
   BGD KFT letter. Compare the following 3 verses in Job:
   Job22-13 and Job15-08 do not have DAGESH (According to
   Aleppo). By contrast Job23-06 does. For other examples
   with BGD KFT letters see 2S3-33 Is27-07 Gn18-21
