Why does Rashi state this? Isnt it obvious that
Tax collectors collect taxes.

My suggestion is based on the Midrash Rabbah--
we have many fanciful midrashim on the word
TAX COLLECTORS. Recall that in Hebrew the word
Mem-Samech can also refer to despising someone.

So Apparently Rashi wanted to reject these
fanciful explanations and just stick to the
simple meaning of obtaining taxes.

There are 3 parts to Rashi. Let us review them
one by one.

FIRST PART
----------
The single of TAX is MEM-SAMECH with a PATACH--
(MAS). In Hebrew, 2 letter words with a PATACH
vocalization retain that PATACH in the plural.
Here are some examples

In other words Rashi is explaining why the
plural of MAS is MISIM vs MASIM.

Recall that the CHIRIK (i sound) is characteristic
of the PIEL which can denote a causative tense.
So quite simply Rashi interprets MISIM as
CAUSING OTHERS TO PAY TAXES--ie TAX COLLECTORS

2nd PART
--------
The word Tax DOES means to despise. So the
Midrash is correct in ascribing various
interpretations of despising to MAS.

The question remains why Rashi rejected
these other interpretations and restrictively
interpreted MAS as TAX COLLECTING (Was that
indeed the only way the Jews were tortured?)

3rd PART
--------
As I have show (in the above cited URL) Rashi
uses the Rabbi Ishmael PRINCIPLE-DETAIL style

Rashi interprets the verse as follows
-------------------------------------
Egypt placed on the Jews tax collectors
that (however only) made the Jews make
cities
--------------------------------------

In other words from the General class
of despising items the only one that
these tax collectors did was make the
Jews build cities.

This uses the GENERAL (all despicable
acts) PARTICULAR (only city building)
style. This is the reason Rashi ignored
the other Midrashic explanations (Because
the GENERAL PARTICULAR style prohibits it)

What is the point? Pharohs antisemitism
was professional. He tried to avoid finger
pointing. At first he didnt abuse anyone.
He just made them work very hard and could
argue (Rightfully) that he was only taxing
the Jews to build cities. (Later on this
degenerated into further anti-semitism).

Cross references. These cross referenced
verses illumine the meaning of the original
verses. There are 5 techniques of cross
referencing.

EXAMPLE Ex13-17c
----------------
Ex13-17 states that the Jews were afraid
of war. This is illumined by Nu14-42 which
shows how the Jews were not ready for war
since they suffered a defeat (Had they
gone into war directly they would have
given up and returned to Egypt!)

Ex13-20 says that the Jews journeyed
from SUCCOTH after the Exodus

Ex12-27 describes the Jews as leaving
RAAMSAYTH at the time of the Exodus.Perhaps
then RAAMSAYTH is the place in Egypt they left

Nu33-05: This is clarified by Nu33-05 which
clearly states 3 stages: (a) Jews leave Egypt
(b) They COME to RAAMSAYTH, (c) They leave
RAAMSAYTH and COME to SUCCOTH.

Thus Nu33-05 clarifies that EGYPT, RAAMSAYTH

We present a list of verses where
the meaning of words in one verse are
illumined by the usage of these words
in other verses.

The classical example is the word CALF
which occurs several times in the
Torah(eg Gn15-09).

We know a CALF is a YOUNG OX/BULL
but we dont know HOW YOUNG. The details
are gives by Lv09-07d which shows that
CALFS are 1 year (And this derivation
is accepted legally)

The point is that Nu33-05 makes it clear that
there were 3 places
- Exodus FROM Egypt
- TO Raamsayth

Ex13-20 only mentions 2 of the places
Ex12-27 makes it sound like they left EGYPT, ie
they left RAAMSAYTH.

It is in fact common for places to have multiple
names. So Nu33-05 illumines that there were 3
distinct places

VERY BRIEF SUMMARY
------------------
A very powerful Rashi technique is to
ALIGN several verses speaking about the
same topic.  The subtle differences
in these verses suggest that the Biblical
Author intended the emphasis and nuances
that are contrasted by the alignments.

In the example today we align Ex13-19
Gn50-24 and Gn50-25 all of which speak
about Josephs burial. Examining 3 alignments
of almost identical phrases leads one to
conclude 3 items

- Joseph told his brothers he would die

- But Swore future Jewish generations
to bring up his coffin to Israel

- Made them promise to bring up the
coffins of his brothers.*10

After all the Torah spoke in human language!

However the ALIGNMENT casts an emphasis
on the extra words since they are absent
in the other verse. It is this emphasis
which justifies Rashi

One of Rashis 6 main tasks is to explain
Grammar the same way modern Hebrew books
explain grammar.

Particularly important is the explanation
of grammatical conjugation. Rashi had a
special method of teaching conjugation--
Rashi taught grammar using the method of
NEAR MISSES in which he either juxtaposes

(a)two grammatical forms which
differ in only one small detail or

(b)two identical forms which however differ
in meaning.

Such NEAR MISSES help reinforce the various
rules of grammar.

The verse describes Reuvens personality as
FIZZING like water, denoting his impetuousness
in acting out of zeal without thinking of
