necessarily commenting on rarity; rather he is
explaining the criteria governing usage of phrases.

Lv09-01b contains the phrase THE ELDERS OF ISRAEL. Rashi
simply made a list of all places where this phrase
occured. Rashi then noted that the phrase is only used
when there is some complaint or problem from the people--
in such a case Moses needed the help of the Elders to
reassure the people.

Thus Rashis goal was accomplished: Rashi explained the
unique circumstances in which this phrase is used

The Elders were called to Aarons inauguration. Rashi
notes the Korach rebellion in which people question
Aarons appointment (Nu16). Hence Moses called the
elders to reassure the people that the appointment
was at the hands of God

As shown, the ELDERS are only called when there is
some complaint from the people--the ELDERS are called
to ASSUAGE the potential anger of the people

Lv09-07b states TAKE YOUR SIN OFFERING AND UP OFFERING
This cross references to Lv09-02 where Aaron is
instructed to take a CALF for a SIN OFFERING and
a RAM for an UP offering. Notice how Lv09-02 gives
FURTHER details by cross-referencing.

EXAMPLE: Lv09-16a

Lv09-16a states that Moses offered the UP OFFERING
according to PROPER PROCEDURE. This cross
references Lv01 which contains the PROPER PROCEDURE
for offering an UP OFFERING. Notice how Lv09-16a
gives reference to PROCEDURE DETAILS

The classical example is the Passover Hagaddah
example: The verse Dt26-05d, ONLY A FEW JEWS
WENT DOWN TO EGYPT, is illumined by Gn46-27
which states that 70 PEOPLE WENT DOWN TO EGYPT.

Thus the technique of OTHER VERSES teaches
us that A FEW JEWS(Dt26-05d) means 70(Gn46-27)

Lv09-19a (1st column) mentions the 4 FAT classes offered up.
FURTHER DETAILS for these 4 fat classes may be found by
cross referencing Lv03 and Lv04. As an example of this
further detail, Lv09-19a talks about the KIDNEYS while
Lv03 and Lv04 speak about the TWO KIDNEYS and THEIR FAT.

PEACE OFFERING. This cross references Lv03-12:17 which

comparable cases Rashi explains why only one
or two of them have certain oddities.

EXAMPLE

Lv09-02a mentions that the CONSECRATION SIN OFFERING
OF AARON THE HIGH PRIEST was a CALF.

However, examining the sin offerings of other
important individuals--Kings, High Priests, Nations--
shows that the traditional animals used are GOATS
and OX.

Thus the usage of a CALF is an oddity. Rashi explains
this oddity by cross referencing Ex32-35: Aaron had
made a GOLDEN CALF--hence he had to offer a CALF
to atone for his sin.

We list the SIN OFFERINGS in the Bible. Note that the
SIN OFFERINGS of important people
- High Priests
- Kings
- The Nation
invariably come from OX and GOATS. The CALF is an
ODDITY in this list. Rashi explains the oddity -
Ex32-35 mentions the GOLDEN CALF that AARON had
made which caused punishment in the nation--hence
Aaron needed to atone for this deed by bringing
a CALF SIN OFFERING.
