The Hebrew word >GAM< which means >ALSO< has 3 usages.
One of these usages is when >ALSO< refers to >ANOTHER
OBJECT<. The examples below illustrate this. \

As a simple example Jethro in Ex18-18b tells Moses,
>If you continue this way then you ALSO will wither<.
Rashi explains that the word >ALSO< means that >BOTH<
you, Moses, as well as the elders that work with you
will wither.

RULE:
====
If the Torah in describing a law uses a DETAIL-GENERAL style:
That is if it first
---gives a specfic example
---and then gives a general principle,
Then we interpret the general principle as applying to all
situations that are >SIMILAR< to the example.


APPLICATION:
===========
Ex12-43:49 has a DETAIL-GENERAL pattern
---Ex12-43:48 speaks about the Passover law which applies
   to both Jews and converts

   This is a >DETAIL< since the equality of Jews and converts
   only applies to the PARTICULAR law discussed, the Passover
   law.



---Ex12-49a says >One law shall apply to you and the convert<

   This is >GENERAL< since the equality of Jew and convert
   applies in all cases.


Hence the Rashi that >Jews and converts are equal in all
laws<

I think Rashis intent is that the equality in all laws
is similar to the equality in the Passover law. For
example, when a non-jew converts he doesnt make Passover
immediately but waits till the Next Nissan 14th; the
convert performs all rituals and says >Because of this God
took **ME** out of Egypt<.

In short he acts like a
full fledged Jew. And this equality of Jew and
convert applies to all laws.
