This concept is repeated in verse 2 and verse 13. In accordance with the principle used throughout Leviticus that repeated verses indicate essentiality Rashi states >In order to escape a death penalty at the hands of heaven Aaron must not only bring in the Ketoreth cloud but must make the ketoreth cloud with ALL its procedures.
