VERSE: Nu17-25b

RULE: The Hebrew word OTH means SYMBOL. The concepts SYMBOL
and MEMORIAL are more or less the same. Here is Rav Hirsch's
definition of symbol

>>A Symbol is an
>>--object or
>>--act
>>whose purpose is to remind
>>the user of other
>>--acts,
>>--events or
>>--objects.

Rav Hirsch gives 3 categories of Symbolic Biblical Commandments

EXAMPLES
--------
-------------------------------------------------------
(1-3) The Bible EXPLICITLY says that these are symbols
-------------------------------------------------------

    VERSE SYMBOL WHAT IT SYMBOLIZES
    =======         ========        =====================
(1) Ex31-13 Shabbath God created the world
(2) Gn17-11 Milah Convenant (God-Abraham)
(3) Ex13-09 Tefillin Salavation from Egypt*1

---------------------------------------------------------
 (4) The Bible EXPLICITLY links an object to a memory
---------------------------------------------------------
(4) Nu15-39 Tzitzith All the commandments
(5) Nu17-25 The bud rod The Korach Rebellion*1

---------------------------------------------------------
 (6) The Bible EXPLICITLY connects deeply emotional events
with a whole collection of procedures that have clear
     symbolic links to these emotions
---------------------------------------------------------

(6) For example Isa11 links the deeply emotional event of
Redemption to "the sheep lying with the wolf & the
infant playing on snake holes". We immediately remember
(Gn49) that animal personalities symbolize human
    personalities.

Thus it follows that the verses mean "The sheep-like
nations will coexist with the wolf-like nations..."

NOTES
-----
*1 (Rashi) It explicitly states in Nu17-25 and the
surrounding chapters
"Take rods and the rod that sprouts--that is
the tribe I chose....And put this rod in the
ark as A SYMBOL to those who wish to rebel so
        that they will stop complaining"
