SUCCINCT SUMMARY
----------------
The FORMATTING rule seeks to explain Rashis based on
the FORMATTING of the Biblical text. FORMATTING techniques
in modern writing include use of bold, italics,underline,
bullets, paragraph indentation and similar items. The Bible
indicated FORMATTING using its own techniques: For example
- the Bible indicates bold,italics, underline thru REPETITION
- the Bible indicates bulleting, thru REPEATING KEYWORDS
The Bible can also indicate FORMATTING thru meaning without
any formal structure.

which the Lord your God has given you to live there, saying,
- Certain MEN, SONS OF ROWDINESS,
- have gone out FROM AMONG YOU, and seduced THEIR CITY, saying,
Let us go and serve other gods, which you have not known;

Notice the CAPPED REPEATED phrases. Hence the 2 Rashi comments

The repetition MEN/SONS indicates EMPHASIS---the law only applies
if MALES seduce their city, not if FEMALES seduce their city

The repetition, FROM AMONG YOU/THEIR CITY indicates emphasis---
the law only applies when the seduction (to observe idols)
came from a LOCAL INHABITANT (Different laws apply if an
outsider seduced the city)

A similar law applies to the PROHIBTION of CONSUMING BLOOD
which occurs five times in the Bible. Rashi infers emphasis
from each of the five times. We cite below the five
occurrences as well as the surrounding verses which indicate
context

To properly understand Rashi's treatment of these repetitions
we must rearrange the verses
- #6 clearly states
   - - - - - - - - - - - - - - - - - - - - -
   FOR THE LIFE OF THE FLESH IS IN THE BLOOD
   ...I HAVE GIVEN IT AS AN ATONEMENT
   - - - - - - - - - - - - - - - - - - - - -

- (#4) Hence the major prohibition of eating OFFERING BLOOD
     the BLOOD THAT GUSHES OUT DURING SLAUGHTER AND
     SYMBOLIZES THE LIFE FORCE. The Torah prohibited
     descecration of the symbol

But I would think that other NON OFFERING or NON GUSHING
blood would not be prohibited (Since it doesnt fully
symbolize LIFE FORCE). Hence

- (#1,7) The PROHIBITION of eating NON OFFERING meat
  in ANY DWELLING PLACE (Even outside Israel)

- (#6) The PROHIBITION of eating BLOOD even when
  COVERING it with dust (Non-gushing blood)

- (#2,#3) speaks about the TEMPTATION TO EAT BLOOD
  WHILE EATING AT YOUR DINNER TABLE. Hence the prohibition
  - of eating BLOOD IN ORGANS (Which has not yet gone out)
  - of eating DRAINING BLOOD (Which does not GUSH OUT)

In interpreting this Rashi we
- have NOT played a number game--we have not said that
  the verse is repeated 5 times so we will find 5 prohibitions

- have emphasized CONTENT---each REPETITION is associated
  with something unique that we wouldnt expect to be
  prohibited and hence the emphasis.

*4 The verses speak about AVOIDING THE TEMPTATION OF
   EATING BLOOD while eating PERSONAL MEALS--presumably
   - this refers to BLOOD STILL IN THE ORGANS
   - BLOOD THAT IS DRAINED
   Even though this is NON GUSHING blood and doesnt
   strongly symbolize the SOUL it is still prohibited
