Ex09-30 Moses tells Pharoh: I will remove this plague of
        hailstones but I know that you do NOT YET believe in God

THE RASHI
---------
Rashi points out that the following translations are
inappropriate for the above verse:
-- I know this is BEFORE you beieve in God (The implication
   being that Pharoh would one day believe in God--this
   never happened)

-- Belief in God must COME BEFORE God removes the plague
   (This implies that if Pharoh would not believe in God
    the plague would not be removed: In fact the plague was
    removed even though Pharoh hardened his heart)

Interestingly there are only a few dozen occurences of TEREM
in the whole Bible.
