RULE: The Hebrew root Ch-Y-L is ordinarily translated as
STRONG. Thus eg TROOPS would be the STRONG MEN that protect
cities.

But a superior translation of CH-Y-L is "SKILLED/DEVELOPED"

EXAMPLES

In all these examples SKILLED is a superior translation to
STRONG.

(1) Ex18-21 "And you should pick for judges SKILLED BUSINESSMEN,
    who are God fearing, Honest and waive their rights in
    lawsuits"

(2) Prv31-10 "Who will find a SKILLED wife"

(3) Joel12-22 "The vine will give fully DEVELOPED fruits"

(4) Dt08-18 "My own strength yielded me this richly
             DEVELOPED booty"
