BACKGROUND
----------
Lv01 thru Lv08 discusses the sacrifices that Jews were obligated
or volunteered to give either as individuals or as a community.
For each sacrifice the Bible indicates
-- WHO must/may bring it
-- HOW it is offered
------ how is the BLOOD placed on altar
------ what is done with the animal or plant part offered
-- WHEN is it brought; for what purposes

A majority of Rashis on sacrifices use the powerful method of
DOUBLE PARSHAS by which we extract nuances by comparing
similar paragraphs

So Rashi is simple:
-- Both phraseologies use the word AROUND
-- One of them emphasizes placing on horns: So we place
   blood on all 4 horns
-- The other one simply says THROW AROUND: So it suffices
   to throw upwards on 2 diagonally opposite corners.

*1 The Biblical language is explicit. The blood is PLACED
   on all 4 horns

*2 Note the contrast between the 2 phrases in the list.
   Apparently for the UP and PEACE offering it was only
   necessary to THROW the blood on 2 diagonally opposite
   sides (So the blood was THROWN and AROUND)*11

*10 We only bring the standard sacrifices. There were
   other special sacrifices and they fit into the
   above paradigm also (cf Lv04-07, Lv04-18,Lv08-15,
   Lv09-09, Lv16-18)

    me that the above list and argument is the simplest.
