RULE: The difference between the Hebrew roots AMR and DBR
is as follows:
(a) AMR means to SPEAK
(b) DBR means to CITE
As a rule of thumb CITE is used when you must be formal--it
is therefore associated with punishments and other unpleasant
circumstances. SPEAK is more often used when you are involved
in dialgoue
Further support of this distinction can be made by reviewing
