RULE: The laws of the torah were presented in at least
3 places--MOUNT SINAI, the TEMPLE, and ARVOTH MOAB. We
learn this from these explicit verses.


Ex19-01 & the Jews came to MOUNT SINAI to receive the Torah
Lv01-01 & God spoke to Moses by the TEMPLE (laws of sacrifices)
Dt01-01 These are the words Moses spoke ..in ARVOTH MOAB

RULE: The rule of thumb is that

Laws stated at Sinai    Are covered in Ex
Laws stated at Temple   Are covered in Lv (cf Lv01-01)
Laws stated at Moab     Are covered in Dt (cf Dt01-01)

RULE: In fact many laws are REPEATED at Sinai, Temple and Moab

Sacrifices  are stated in Ex29-38(Sinai) Lv07-38*1(Temple)
Theft       is stated in  Ex20-13(Sinai) and Lv19 (Temple)
Adultery    is stated in  Ex20-13(Sinai) and Lv18 (Temple)
Shmitah     is stated in  Ex23-11(Sinai),Lv25-01*2(temple),Dt15-01(Moab)

RULE: EVEN those laws which appear to have been given in the Temple
were actually FULLY given at Sinai. This is explicitly learned
from other verses. For example both SACRIFICES and SHMITAH which
are stated in the book of Leviticus, & given at the Temple, were
nevertheless FULLY given at Sinai---it says

Sacrifices Lv07-38 "...laws given at Sinai"
Shmitah    Lv25-01 "and God spoke to Moses at mount Sinai"

*2 It is easy to conjecture (Rabbi Yehudas opinion) that the
general laws were stated at Sinai while details were given
as needed later on. In fact MANY commandments follow this pattern
----there general form was given at Sinai but
their details were given at the Temple or ARBOTH MOAB


However, Shmitah---whose details were given in  Lv25-01 were
nevertheless "given at Sinai" (Clearly stated). This is true
despite the fact that Shmitah was not observed until entry
into Israel.


Hence we reject Rabbi Yehudas opinion and accept Rabbi
Akivah's opinion----that all Laws were given at Sinai
