 that must be brought with each sacrifice. More specifically

 For Rams- bring volumes of 86.4 eggs FLOUR, 24 eggs OIL & WINE
 For Oxen- bring volumes of 129.6 egs FLOUR, 36 eggs OIL & WINE

 The Bible now indicates that the above are PER animal amounts
 (So if you bring e.g. 3 sheep you bring TREBLE the libation
 amount). Rashi FILLS-IN the verse and makes it more flowing
