apparently because it was more difficult (See the next

live off the goats.
Another Sefer I have, explains that Goat hair was thicker
than wool and requires a special skill to weave since it
is easier to weave thin threads (The book is THE MISHKAN &THE
HOLY GARMENTS by Rabbi Steinberg, loaned to me by the
family that I lained for last year)
In passing there are some more differences between these two
verses which we dont have explanations to and are not
explaining here (e.g. Ex35-25 says WOVE WITH HER HANDS...)
